Canadian Armed Forces recruiting anti-communist Uygur dissidents, ETIM terrorists could be allowed into military
Written by: Marthad Umucyaba
The consequences of the Canadian Armed Forces policy change to allow permanent residents, rather than citizens, to join the army has now been discovered by The Canada Files. An early batch of recruits will come from a batch, next year, of 10 000 Uygur dissidents, from Xinjiang province in China and other places, some of whom could be terrorists who fought in the ETIM (formerly known as East Turkestan Islamic Movement).
This could occur on top of the rightist Tigray Peoples’ Liberation Forces, reactionaries from all over the African continent and the Middle East, Ukrainian Nazis, and Israeli nationals without dual citizenship being integrated into Canada’s military. One could say that this was an intended consequence and intentional policy enacted by and supported by Canada’s Minister of National Defence, Liberal MP Anita Anand.
The current situation is of freezing of relations between socialist China and Canada. There’s an increasing number of confrontations by the Canadian military and the rest of the NATO alliance against China (conveniently with Canadian MSM journalists there to document everything) in the Taiwan strait and South China Sea.
In this situation, the CIA assets coming out of the Xinjiang SAR and the peripheral area have become a useful tool for the imperialists in Canada. Mehmet Tohti, the Uygur dissident spreading the Uygur genocide myth, leads the NED (CIA-front) funded Uyghur Rights Advocacy Project. Tohti made an announcement on X/Twitter, declaring the recruitment of Uygur dissidents into the CAF, among the 10 000 to be admitted beginning in April 2024.
Tohti did not reply to The Canada Files’ request for comment.
This development has come in the context of dwindling CAF recruitment numbers and an emerging youth consciousness. The youth is supposed to be the heaviest source of recruits for the CAF.
CAF’s Recruitment Problems
In spite of allowing known fascists in the military to be ‘forgiven’, and awarding signing bonuses of up to $20 000 for certain specialised fields, the CAF is still facing a shortfall of around 10 000 at the time of this writing. Deteriorating social conditions are not enough to economically compel qualified Canadian citizens to join the colonial army and serve the goal of ethnic cleansing and genocide in Europe, West Asia, and Africa in the name of petty resource extraction. At least, not yet.
In fact, even in a reply for TCF’s request for comment, the Canadian Armed Forces added a link to the recruitment site:
“Hello,
The CAF recruiting system is open for applications from both Canadian citizens and permanent residents. There is no specific program to recruit a certain group of permanent resident candidates.
In accordance with existing policy, Defence Administrative Order and Directive 5002-1 Enrolment, an applicant for enrolment in the CAF must be a Canadian citizen or a citizen of another country who has permanent resident status under the Immigration and Refugee Protection Act and:
who is committed to becoming a Canadian citizen upon eligibility;
who satisfies a special need; and
whose enrolment, in the opinion of the Commander Canadian Forces Recruiting Group, will not be detrimental to the national interest.
As part of the rigorous application process, applicants undergo a Reliability Screening (RS), which is a systematic method of confirming that an individual can be expected to be reliable and trustworthy in the performance of duties and in the protection of the assets and interests of the Canadian Forces.

For the immediate recruitment shortfalls that they’ve still retained to this day, Canada has followed America’s lead, by relaxing residence status requirements and allowing permanent residents to join in November 2022.
Allowing permanent residents to join made no impact on the shortfall. For every permanent resident that was recruited, more experienced soldiers left and weren’t retained. This has become increasingly problematic, as the primary ‘enemies’ of NATO are Russia, China, and Iran. NATO, therefore, is going to need a large military contribution from all alliance members to build a comparable military size to the three countries put together.
This, by extension, means finding enough motivated soldiers. Nazis harboured in Canada for safekeeping, along with their indoctrinated descendants, fit this description, but aren’t ‘sufficient’ in numbers quite yet. Terrorists from the ‘East Turkestan Independence Movement’ (ETIM, rebranded from the East Turkestan Islamic Movement) would also fit this description perfectly as motivated adversaries of China, in particular, and the BRICS+ bloc by extension.
ETIM’s background and history, and their potential welcome into the military
The ETIM is an imperialist tool of the West. It is a Salafist/Wahhabi Islamic movement with ties to the Islamic Movement of Uzbekistan. The primary goal of this movement is to establish a pretext for tightening the military encirclement of China and of weakening China’s governance in the mineral and resource rich Xinjiang autonomous region, which Afghanistan, Kazakstan, Kyrgyzstan and Tajikistan, former Soviet republics where Al-Qaeda derivatives are fostered with Saudi/Gulf Monarchy and CIA cash.
China managed to pressure the US into registering the ETIM as a terrorist organisation in exchange for cooperation in anti-terrorism efforts. However, in October 2005, ETIM fighters were shielded by the US from being repatriated to China, to face accountability for accepting training from the Al-Qaeda derivatives in Afghanistan germinated during the ‘War on Terror’. These fighters were ‘of no intelligence value’, released, and shielded from the Chinese government, due to the fact that they were planning on ‘fighting China, not the United States’.
The US has transferred these militants around the world in places like Turkey. Since November 2020, when the US removed the ETIM from the terrorist organisation list, they've also repatriated to the United States. And now, with permanent residents now being eligible for CAF enlistment, Uygur Salafist/Wahhabi terrorists could be recruited into the military as soon as they land in Canada, or perhaps may have already been recruited.
How refugee to “Permanent Resident” pipeline can be used to construct a right-wing mercenary force
Canada has a unique policy when it comes to “permanent residence” status in the world. This is largely due to the country being a priority location for refugee resettlement by the United Nations, along with the United States, and Canada’s own policy of integrating the most reactionary and toxic figures into Canadian society to reinforce pro-NATO and anti-communist politics for the ruling class.
Asylum seekers that have been acknowledged by the Canadian government as refugees are automatically eligible for Permanent Residence. The process of confirming refugee status can be a lightning quick process, or delayed while asylum seekers are held in ‘detainment centres’. In other words, concentration camps. The quickest and most efficient way is the private refugee sponsorship program or Government Assisted Sponsorship program.
The reactionary forces that have already familiarised themselves with the private or government assisted refugee sponsorship programs can always use the system to bring more compatriots to their future causes. As soon as a refugee lands in Canada under this process, they are automatically given permanent refugee status. The funds acquired from looting their government of origin (as in TPLF’s case) or from working as mercenaries for NATO (ETIM/ISIS/MEK/Israel) can always be used to guarantee sponsorship funds for the refugee for the year.
Moreover, any refugee from the private refugee sponsorship programs or government assisted refugee sponsorship programs is automatically given permanent residence status upon landing in the country. Of course, this assumes that they already have ‘refugee status’ granted to them by the UN. And even those recognized refugees can always be filtered and interviewed based on ‘proper’ ideological considerations. And now, because of Minister of Defence Anita Anand’s change in CAF eligibility, the automatic permanent residency upon landing in Canada immediately makes them eligible for CAF recruitment.
The NATO ‘democracy’ and ‘human rights’ charade ends
The most reactionary, dangerous, and far-right forces from around the world are set to be recruited into Canadian police and military forces, be it municipal, provincial, or federal, through policies which, by design, will be there to stifle and suppress popular dissent. Pro-Palestinian political movements are already being threatened with deportation. The explicitly far-right movements are demanding “ideological” tests for new migrants into Canada. And unsurprisingly, the most reactionary far-right figures pushing the “universal free speech” myth in Canada, along with the Liberals, have finally let go of the charade.
All of this will now be in preparation for a third World War, which only the West wants, that reactionary General Wayne Eyre has declared to have already begun. For those that believe in peace, and for those truly opposed to white supremacy and the crimes that accompany the ideology, the time for indecisive and weak-willed speech and actions have ended.
